10月25日,國家發改委、國家能源(yuan)(yuan)局(ju)發布《關于加強新(xin)形勢下電(dian)力系統(tong)穩(wen)定工作(zuo)的(de)指導意見》。在源(yuan)(yuan)網荷(he)儲一(yi)(yi)體(ti)化已(yi)經成(cheng)為新(xin)型(xing)電(dian)力系統(tong)一(yi)(yi)大特色之時,氫儲能已(yi)經成(cheng)為支撐電(dian)力系統(tong)穩(wen)定性的(de)一(yi)(yi)個(ge)支點。 該文件是(shi)從電力系統物理基礎、管(guan)理體系、技(ji)術創(chuang)新三個方向,對源網荷儲(chu)提出進一(yi)步要(yao)求(qiu)。《指導意見》提出,科學安排儲(chu)能(neng)建設,具體來看: 配置(zhi)方面:按(an)需科學規劃與配置(zhi)儲(chu)能。根據電力系統需求,統籌(chou)各類(lei)調節資源建設,因地制宜推動各類(lei)儲(chu)能科學配置(zhi),形(xing)成多時間尺度、多應用場景的電力調節與穩定控制能力,改善新(xin)(xin)能源出(chu)力特性、優(you)化負荷曲線,支(zhi)撐高比(bi)例新(xin)(xin)能源外(wai)送。 為深入貫徹黨的二十大精神,全面落實黨中(zhong)央(yang)、國務院決策部署,準確把握(wo)電(dian)力系統(tong)技術特(te)性和(he)發展規(gui)律,扎(zha)實做好新形勢下(xia)電(dian)力系統(tong)穩定工作,加快構建清潔(jie)低(di)碳、安(an)全充裕(yu)、經濟高效、供(gong)需協同、靈活(huo)智能的新型電(dian)力系統(tong),保障(zhang)電(dian)力安(an)全可靠(kao)供(gong)應,推動(dong)實現(xian)碳達峰碳中(zhong)和(he)目標,提出以下(xia)意見。 一(yi)、總體要求 (一(yi))指導思想 以習(xi)近平新(xin)(xin)時代(dai)中(zhong)國特色(se)社會主義思想為指導(dao),深(shen)入(ru)貫徹黨的二十大(da)精神,全面落實(shi)碳(tan)達峰碳(tan)中(zhong)和戰略(lve)部署和“四個(ge)革命、一個(ge)合作(zuo)”能源安全新(xin)(xin)戰略(lve),深(shen)刻認識未來相當長(chang)時間內,電(dian)(dian)(dian)力系(xi)統仍將維持(chi)交流電(dian)(dian)(dian)為主體、直流電(dian)(dian)(dian)為補充的技術形態,穩(wen)定(ding)問題將長(chang)期存在,牢固樹(shu)立管(guan)電(dian)(dian)(dian)就要管(guan)系(xi)統、管(guan)系(xi)統就要管(guan)穩(wen)定(ding)的工作(zuo)理念。立足我國國情,堅持(chi)底線思維、問題導(dao)向,堅持(chi)系(xi)統觀念、守正創(chuang)新(xin)(xin),堅持(chi)先立后破、遠(yuan)近結合,統籌發展和安全,做好新(xin)(xin)形勢(shi)下電(dian)(dian)(dian)力系(xi)統穩(wen)定(ding)工作(zuo),為中(zhong)國式現(xian)代(dai)化建設提供(gong)可(ke)靠電(dian)(dian)(dian)力保(bao)障(zhang),滿足人民(min)美好生活用(yong)電(dian)(dian)(dian)需(xu)要。 (二(er))總體思路 夯實穩(wen)定(ding)物理(li)基礎。科學構(gou)建源網荷儲結(jie)構(gou)與布局,保證電(dian)源結(jie)構(gou)合理(li)和(he)電(dian)網強度,建設充(chong)足的靈活調節和(he)穩(wen)定(ding)控制資源,確保必要的慣量、短(duan)路容量、有功、無功和(he)阻尼支撐,滿足電(dian)力系統電(dian)力電(dian)量平衡和(he)安全(quan)穩(wen)定(ding)運(yun)行的需求。 強化穩(wen)定(ding)(ding)管理(li)體系(xi)。圍(wei)繞高(gao)比例可再生能源(yuan)、高(gao)比例電力(li)(li)(li)電子設備的(de)電力(li)(li)(li)系(xi)統(tong)在(zai)源(yuan)網荷儲互動環境(jing)下(xia)安(an)全(quan)穩(wen)定(ding)(ding)運(yun)行(xing),科學謀劃電力(li)(li)(li)系(xi)統(tong)轉(zhuan)型的(de)發展方(fang)向(xiang)和路徑,統(tong)籌(chou)規劃、建設、運(yun)行(xing)、市(shi)場、科研(yan)等各項工作(zuo),建立(li)適應新型電力(li)(li)(li)系(xi)統(tong)的(de)穩(wen)定(ding)(ding)管理(li)體系(xi),確保(bao)穩(wen)定(ding)(ding)工作(zuo)要求在(zai)新型電力(li)(li)(li)系(xi)統(tong)全(quan)過程(cheng)、全(quan)環節、全(quan)方(fang)位落實。 二、夯(hang)實電力(li)系統穩定基礎 (四)構建(jian)堅強(qiang)柔性(xing)電(dian)(dian)(dian)網(wang)(wang)平臺。明確網(wang)(wang)架構建(jian)原則。構建(jian)分(fen)層分(fen)區、結構清晰、安全可控、靈(ling)活高效、適(shi)應新(xin)能(neng)(neng)源(yuan)占比逐(zhu)步(bu)提升的(de)電(dian)(dian)(dian)網(wang)(wang)網(wang)(wang)架,合(he)理(li)確定(ding)同步(bu)電(dian)(dian)(dian)網(wang)(wang)規模(mo);保(bao)(bao)證電(dian)(dian)(dian)網(wang)(wang)結構強(qiang)度,保(bao)(bao)持必(bi)要(yao)(yao)(yao)的(de)靈(ling)活性(xing)和(he)冗余度,具備與(yu)特(te)高壓(ya)直流(liu)、新(xin)能(neng)(neng)源(yuan)規模(mo)相適(shi)應的(de)抗擾動能(neng)(neng)力(li)和(he)靈(ling)活送(song)(song)受(shou)電(dian)(dian)(dian)能(neng)(neng)力(li)。提高直流(liu)送(song)(song)受(shou)端(duan)穩定(ding)水平。直流(liu)送(song)(song)端(duan)要(yao)(yao)(yao)合(he)理(li)分(fen)群(qun),控制(zhi)同送(song)(song)端(duan)、同受(shou)端(duan)直流(liu)輸電(dian)(dian)(dian)規模(mo),新(xin)增輸電(dian)(dian)(dian)通道要(yao)(yao)(yao)避免過于(yu)集中;直流(liu)受(shou)端(duan)要(yao)(yao)(yao)優化(hua)落點(dian)布局(ju),避免落點(dian)過于(yu)密集;常(chang)規直流(liu)受(shou)端(duan)和(he)新(xin)能(neng)(neng)源(yuan)高占比地(di)區應具備足夠(gou)的(de)電(dian)(dian)(dian)壓(ya)支撐能(neng)(neng)力(li),短(duan)(duan)路比等(deng)指標(biao)要(yao)(yao)(yao)符(fu)合(he)要(yao)(yao)(yao)求;積極推(tui)(tui)動柔性(xing)直流(liu)技術應用(yong)。促(cu)進各級電(dian)(dian)(dian)網(wang)(wang)協調發展。合(he)理(li)控制(zhi)短(duan)(duan)路電(dian)(dian)(dian)流(liu)水平,適(shi)時推(tui)(tui)動電(dian)(dian)(dian)網(wang)(wang)解環;推(tui)(tui)動建(jian)設分(fen)布式智能(neng)(neng)電(dian)(dian)(dian)網(wang)(wang),提升配電(dian)(dian)(dian)網(wang)(wang)就(jiu)地(di)平衡能(neng)(neng)力(li),實現與(yu)大電(dian)(dian)(dian)網(wang)(wang)的(de)兼容互(hu)補和(he)友好互(hu)動。 (五)科(ke)(ke)學安(an)排儲能(neng)(neng)(neng)(neng)(neng)(neng)建設。按需科(ke)(ke)學規(gui)(gui)劃與配置儲能(neng)(neng)(neng)(neng)(neng)(neng)。根據電力系統需求(qiu),統籌各(ge)類調(diao)節資源(yuan)建設,因地制(zhi)宜推(tui)動各(ge)類儲能(neng)(neng)(neng)(neng)(neng)(neng)科(ke)(ke)學配置,形成多(duo)(duo)時間尺度、多(duo)(duo)應(ying)用場景(jing)(jing)的(de)電力調(diao)節與穩定(ding)控制(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)力,改善新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)出力特(te)性、優化負荷曲線,支(zhi)撐高(gao)比(bi)例新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)外送(song)。有序建設抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)。有序推(tui)進具備(bei)條件(jian)的(de)抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)電站建設,探索常規(gui)(gui)水(shui)電改抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)和(he)混(hun)合式抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)電站技術應(ying)用,新(xin)(xin)建抽(chou)水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)機組應(ying)具備(bei)調(diao)相功能(neng)(neng)(neng)(neng)(neng)(neng)。積極推(tui)進新(xin)(xin)型儲能(neng)(neng)(neng)(neng)(neng)(neng)建設。充分發揮電化學儲能(neng)(neng)(neng)(neng)(neng)(neng)、壓縮空(kong)氣儲能(neng)(neng)(neng)(neng)(neng)(neng)、飛輪儲能(neng)(neng)(neng)(neng)(neng)(neng)、氫儲能(neng)(neng)(neng)(neng)(neng)(neng)、熱(冷)儲能(neng)(neng)(neng)(neng)(neng)(neng)等各(ge)類新(xin)(xin)型儲能(neng)(neng)(neng)(neng)(neng)(neng)的(de)優勢,結合應(ying)用場景(jing)(jing)構建儲能(neng)(neng)(neng)(neng)(neng)(neng)多(duo)(duo)元融合發展模式,提升(sheng)安(an)全保障(zhang)水(shui)平(ping)和(he)綜合效率。 (七)加強(qiang)工程(cheng)(cheng)(cheng)前期設(she)(she)計(ji)。深化設(she)(she)計(ji)方案(an)。在大型(xing)(xing)輸變電(dian)工程(cheng)(cheng)(cheng)、大型(xing)(xing)電(dian)源接入(ru)系(xi)(xi)統(tong)(tong)、直(zhi)流輸電(dian)工程(cheng)(cheng)(cheng)的(de)(de)可行性研究及初步設(she)(she)計(ji)工作中(zhong),加強(qiang)工程(cheng)(cheng)(cheng)對系(xi)(xi)統(tong)(tong)的(de)(de)影響分析(xi)。開(kai)展差異化補強(qiang)設(she)(she)計(ji)。針對重(zhong)點區(qu)段開(kai)展差異化設(she)(she)計(ji),提升工程(cheng)(cheng)(cheng)可靠性和抵御災害(hai)能力。優化二次(ci)系(xi)(xi)統(tong)(tong)設(she)(she)計(ji)。合理配置繼電(dian)保(bao)護、穩定控制、通信、自動化、監控系(xi)(xi)統(tong)(tong)網絡(luo)安全等二次(ci)系(xi)(xi)統(tong)(tong),確保(bao)滿足相關標準和反事故(gu)措施(shi)要求。 (八)加(jia)(jia)強電力(li)裝(zhuang)(zhuang)備(bei)管(guan)理。緊密圍繞電力(li)系統的穩(wen)定技術要求開展相關(guan)(guan)裝(zhuang)(zhuang)備(bei)研(yan)制、系統試(shi)驗(yan)。針(zhen)對不同(tong)應用場景優化直流、新能(neng)源等電力(li)電子裝(zhuang)(zhuang)備(bei)的并網(wang)性能(neng)。嚴(yan)格把關(guan)(guan)電力(li)裝(zhuang)(zhuang)備(bei)入(ru)網(wang)質量(liang),充分開展試(shi)驗(yan)測試(shi),消除(chu)裝(zhuang)(zhuang)備(bei)質量(liang)系統性缺陷(xian)。對新研(yan)發的首(shou)臺(套)電力(li)裝(zhuang)(zhuang)備(bei),加(jia)(jia)強科(ke)學(xue)論證和風險(xian)管(guan)控(kong)。 (九(jiu))加(jia)強(qiang)電力(li)建設(she)管理。強(qiang)化電力(li)工(gong)程(cheng)(cheng)(cheng)建設(she)的安全(quan)(quan)、環保(bao)、質量、進度等全(quan)(quan)周期管理,實現工(gong)程(cheng)(cheng)(cheng)“零缺陷”投(tou)運。組織(zhi)實施與基(ji)建工(gong)程(cheng)(cheng)(cheng)配套的系(xi)統(tong)安全(quan)(quan)穩定(ding)控制措施,確保(bao)二次設(she)備與相應的一次設(she)備同步建設(she)、同步投(tou)運。針對工(gong)程(cheng)(cheng)(cheng)建設(she)過渡階(jie)段,開展系(xi)統(tong)分析(xi)校核,落實過渡期安全(quan)(quan)保(bao)障措施。 (二十四)加(jia)強宣傳(chuan)引(yin)導(dao)。開展(zhan)形(xing)式多樣的政策(ce)宣傳(chuan)和(he)解讀,凝聚行(xing)業共(gong)識(shi),引(yin)導(dao)各方力(li)量(liang)樹立全網一盤棋的思(si)想,發揮(hui)各自優勢形(xing)成(cheng)合力(li)。加(jia)強電(dian)力(li)系統(tong)(tong)穩(wen)定(ding)工作人(ren)才培訓和(he)隊伍(wu)建(jian)設(she),提升電(dian)力(li)系統(tong)(tong)管理人(ren)員和(he)技(ji)術(shu)人(ren)員工作水平。及時總結(jie)電(dian)力(li)系統(tong)(tong)穩(wen)定(ding)工作經驗,推廣(guang)典型模式和(he)先進技(ji)術(shu)。
