公(gong)眾(zhong)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)素(su)養(yang)(yang)是(shi)指公(gong)眾(zhong)素(su)養(yang)(yang)在生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)領域的(de)集中體(ti)現(xian),是(shi)公(gong)眾(zhong)文明素(su)質和社會文明水(shui)平的(de)重要(yao)體(ti)現(xian)。公(gong)眾(zhong)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)素(su)養(yang)(yang)本身是(shi)一(yi)(yi)個復雜的(de)系統(tong)概念,涉(she)及(ji)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)的(de)知(zhi)識素(su)養(yang)(yang)、倫理素(su)養(yang)(yang)、情(qing)感素(su)養(yang)(yang)、意志素(su)養(yang)(yang)、行為素(su)養(yang)(yang)等,但究其實質,主(zhu)要(yao)涉(she)及(ji)兩(liang)個方面:一(yi)(yi)是(shi)公(gong)眾(zhong)對生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)問(wen)題和環(huan)(huan)(huan)境(jing)(jing)(jing)保護的(de)認知(zhi)水(shui)平和程度,即“知(zhi)”;二是(shi)指公(gong)眾(zhong)的(de)環(huan)(huan)(huan)境(jing)(jing)(jing)保護行為取向和具體(ti)行動(dong),即“行”。毋庸(yong)置疑,公(gong)眾(zhong)生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)素(su)養(yang)(yang)更多(duo)強調的(de)是(shi)公(gong)眾(zhong)對生(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)的(de)知(zhi)行合一(yi)(yi)、一(yi)(yi)以(yi)貫之。
提(ti)升公眾(zhong)生(sheng)態(tai)(tai)環(huan)境素養,是(shi)新時代我(wo)國(guo)生(sheng)態(tai)(tai)文明(ming)建(jian)設(she)的(de)形勢使然。古語云(yun):上下(xia)同(tong)欲(yu)者(zhe)勝。當前,我(wo)國(guo)生(sheng)態(tai)(tai)文明(ming)建(jian)設(she)正處于壓力疊加、負重前行的(de)關鍵時期。守(shou)護(hu)生(sheng)態(tai)(tai)文明(ming),共建(jian)美(mei)(mei)麗中(zhong)國(guo),不僅需要(yao)(yao)頭腦清(qing)醒的(de)政府、稱職的(de)領(ling)導、有(you)(you)責任感的(de)企業,更需要(yao)(yao)每一個具有(you)(you)現(xian)代文明(ming)意(yi)識(shi)的(de)公民積極(ji)參與。然而(er)(er),調查發現(xian),許多生(sheng)態(tai)(tai)行為(wei)不良的(de)當事人(ren),并非沒(mei)有(you)(you)愛美(mei)(mei)之(zhi)心(xin),而(er)(er)是(shi)認為(wei)細(xi)枝末節(jie)無礙大局,并以(yi)社會分(fen)工為(wei)借口,荒謬地認為(wei)自身的(de)不良行為(wei)反而(er)(er)為(wei)環(huan)保工作(zuo)者(zhe)提(ti)供了“任務”,創造了“工作(zuo)機會”。可見,提(ti)升公眾(zhong)生(sheng)態(tai)(tai)環(huan)境素養在現(xian)階段尤為(wei)必要(yao)(yao),它事關奪取(qu)污染防治攻堅戰全面勝利,事關生(sheng)態(tai)(tai)文明(ming)和美(mei)(mei)麗中(zhong)國(guo)建(jian)設(she)實效,事關人(ren)民群眾(zhong)獲得感、幸福感和安全感。
