一、 總體要求

(一)指導思想

全面貫(guan)徹黨(dang)的(de)(de)十(shi)九大精(jing)(jing)神(shen),以(yi)(yi)習近平新時代中(zhong)國特色社會主義(yi)思(si)想為(wei)(wei)指導(dao),牢固樹(shu)立(li)“綠水(shui)青山(shan)(shan)就是金山(shan)(shan)銀山(shan)(shan)”的(de)(de)理(li)念,深(shen)(shen)入貫(guan)徹黨(dang)中(zhong)央關于(yu)生態(tai)文(wen)明(ming)建(jian)設(she)的(de)(de)重大決策部署(shu),貫(guan)徹國務院(yuan)水(shui)污染防治(zhi)行動計(ji)劃,落(luo)實市十(shi)一(yi)次黨(dang)代會精(jing)(jing)神(shen),以(yi)(yi)改(gai)(gai)善(shan)水(shui)環境(jing)(jing)質量為(wei)(wei)核(he)心,以(yi)(yi)保障飲用水(shui)源地安全和改(gai)(gai)善(shan)不達標斷(duan)面水(shui)質為(wei)(wei)重點,加(jia)快補齊水(shui)生態(tai)環境(jing)(jing)質量短板,做到(dao)水(shui)資(zi)源高效利用,水(shui)環境(jing)(jing)深(shen)(shen)入治(zhi)理(li),水(shui)環境(jing)(jing)質量穩步(bu)改(gai)(gai)善(shan),水(shui)生態(tai)安全有效保障,為(wei)(wei)建(jian)設(she)生態(tai)宜居現代化天津奠定堅實基礎。

(二)基本原則

1.質量(liang)導(dao)向,系統施(shi)治。強化水環境(jing)質量(liang)目標管理,明(ming)確(que)重點(dian)水體質量(liang)改善目標和清單,采(cai)取水資源(yuan)、水環境(jing)、水生(sheng)態(tai)等(deng)綜合(he)保護措施(shi),突出針對(dui)性、可操作性,系統推進水環境(jing)治理與水生(sheng)態(tai)修復。

2.分(fen)區(qu)(qu)控(kong)制(zhi),突出重點(dian)。根據(ju)水(shui)(shui)環境(jing)控(kong)制(zhi)單元(yuan)(yuan)分(fen)區(qu)(qu),將含有重要飲用水(shui)(shui)水(shui)(shui)源、水(shui)(shui)質達標難度(du)較大的控(kong)制(zhi)單元(yuan)(yuan)列為優先控(kong)制(zhi)單元(yuan)(yuan),強化污染防(fang)治,加大資金投(tou)入(ru)。

3.水陸統籌,防治并舉。堅(jian)持“山水林田湖草是一(yi)個(ge)生(sheng)命共同體”的理(li)念,綜合運(yun)用控源減(jian)排、生(sheng)態修復、強化監(jian)管等多種手(shou)段,因地(di)制(zhi)宜實(shi)施重(zhong)點工(gong)程,開展多污染(ran)物協同治理(li),以防促治、防治并舉。

4.落實(shi)(shi)責(ze)(ze)任(ren),多元共治(zhi)。強化(hua)各(ge)排污(wu)單(dan)位切實(shi)(shi)承(cheng)擔(dan)污(wu)染(ran)治(zhi)理主體責(ze)(ze)任(ren),確保穩定(ding)達標排放。各(ge)區(qu)政府是(shi)計劃實(shi)(shi)施的責(ze)(ze)任(ren)主體,確保水環境質量不斷改善。加強信息(xi)公(gong)開與(yu)(yu)激勵(li),構建全(quan)民參與(yu)(yu)格(ge)局。

(三)規劃目標

到(dao)(dao)2020年,國家考核斷(duan)面(mian)水(shui)(shui)質(zhi)優良(達(da)到(dao)(dao)或優于(yu)Ⅲ類(lei))比(bi)例達(da)到(dao)(dao)25%以上,喪失使用(yong)功能的水(shui)(shui)體(劣于(yu)Ⅴ類(lei))斷(duan)面(mian)比(bi)例下降15個百分點,城市(shi)集中式(shi)飲用(yong)水(shui)(shui)水(shui)(shui)源水(shui)(shui)質(zhi)全部達(da)到(dao)(dao)或優于(yu)Ⅲ類(lei)標準,地下水(shui)(shui)極差比(bi)例控制(zhi)在25%左右,近岸海域水(shui)(shui)質(zhi)保持穩定。

(四)分區管理

實施(shi)以水質改善為核心的分區(qu)管(guan)(guan)理。依據主體(ti)功(gong)能區(qu)規劃(hua)和行(xing)政區(qu)劃(hua),國家劃(hua)定陸域控制單(dan)元(yuan)(yuan),實施(shi)流域、水生態控制區(qu)、水環境控制單(dan)元(yuan)(yuan)三級(ji)分區(qu)管(guan)(guan)理。控制單(dan)元(yuan)(yuan)重點落實水污染(ran)防治目(mu)(mu)標(biao)、任務措(cuo)施(shi)、工程項目(mu)(mu)及總量控制、環評(ping)審批、排污許可(ke)與交易等環境管(guan)(guan)理措(cuo)施(shi)。

我(wo)市(shi)共涉及9個(ge)優(you)(you)先(xian)控(kong)制(zhi)(zhi)(zhi)單(dan)元(yuan)和11個(ge)一般控(kong)制(zhi)(zhi)(zhi)單(dan)元(yuan),9個(ge)優(you)(you)先(xian)控(kong)制(zhi)(zhi)(zhi)單(dan)元(yuan)進一步細分為4個(ge)水質改善型和5個(ge)防(fang)止(zhi)退化型單(dan)元(yuan)。通過推進控(kong)制(zhi)(zhi)(zhi)單(dan)元(yuan)分級分類防(fang)治(zhi),因地制(zhi)(zhi)(zhi)宜(yi)綜合(he)運用水污染治(zhi)理、水資(zi)源配(pei)置、水生態保護等措施,提高污染防(fang)治(zhi)的科學(xue)性、系統性和針對性。

二、重點任務

(一)工業污染防治

1.促進產業轉型(xing)發展

嚴(yan)格(ge)環(huan)境(jing)準(zhun)入。根據(ju)控制單元水質(zhi)目標和主體(ti)功(gong)能區(qu)(qu)(qu)規劃(hua)要求,實(shi)施差別化(hua)環(huan)境(jing)準(zhun)入政(zheng)(zheng)(zheng)策。嚴(yan)格(ge)限制新(xin)建高污染(ran)化(hua)工項(xiang)(xiang)目,沿海地區(qu)(qu)(qu)嚴(yan)格(ge)控制新(xin)建醫藥(yao)、農藥(yao)和染(ran)料中間體(ti)項(xiang)(xiang)目。推(tui)進主要水污染(ran)物總量(liang)減排,造紙、印染(ran)等(deng)重(zhong)點行業主要分布(bu)區(qu)(qu)(qu)新(xin)建、改建、擴建該行業項(xiang)(xiang)目要實(shi)行污染(ran)物排放減量(liang)置換。(市(shi)環(huan)保局(ju)(ju)牽頭,市(shi)發展改革委、市(shi)規劃(hua)局(ju)(ju)、市(shi)海洋局(ju)(ju)、市(shi)農委配合,相(xiang)關區(qu)(qu)(qu)縣人(ren)民(min)政(zheng)(zheng)(zheng)府落實(shi)。以(yi)下各項(xiang)(xiang)均需相(xiang)關區(qu)(qu)(qu)人(ren)民(min)政(zheng)(zheng)(zheng)府落實(shi),不再列出(chu))

調整產業結構(gou)。依(yi)法(fa)淘汰落后產能(neng),推進(jin)結構(gou)調整和產業升級(ji)。有(you)序推進(jin)全市(shi)建成區內(nei)現有(you)污染較(jiao)重企(qi)業搬遷改(gai)造或依(yi)法(fa)關閉。(市(shi)工業和信息化委牽頭,市(shi)發展改(gai)革委、市(shi)中小(xiao)企(qi)業局、市(shi)環保(bao)局配合)

優化(hua)空(kong)間布(bu)(bu)局(ju)(ju)(ju)。充分(fen)考略我市(shi)(shi)水(shui)(shui)(shui)資源、水(shui)(shui)(shui)環境(jing)承載能力,合理確定發(fa)展布(bu)(bu)局(ju)(ju)(ju)、結構和(he)(he)規(gui)模,嚴(yan)格(ge)按(an)照城鄉規(gui)劃(hua)和(he)(he)土地利用總(zong)體規(gui)劃(hua)優化(hua)重大項目布(bu)(bu)局(ju)(ju)(ju)。鼓勵發(fa)展節水(shui)(shui)(shui)高效(xiao)現代化(hua)農業、低耗(hao)水(shui)(shui)(shui)高新技術產業以及生(sheng)態保(bao)(bao)護性旅游業,嚴(yan)格(ge)控制高耗(hao)水(shui)(shui)(shui)、高污染行業發(fa)展。(市(shi)(shi)發(fa)展改革委(wei)(wei)、市(shi)(shi)水(shui)(shui)(shui)務局(ju)(ju)(ju)牽(qian)(qian)頭(tou),市(shi)(shi)國土房管局(ju)(ju)(ju)、市(shi)(shi)規(gui)劃(hua)局(ju)(ju)(ju)、市(shi)(shi)工(gong)(gong)業和(he)(he)信(xin)息(xi)化(hua)委(wei)(wei)、市(shi)(shi)環保(bao)(bao)局(ju)(ju)(ju)、市(shi)(shi)建委(wei)(wei)配(pei)合)海河(he)等(deng)主要河(he)流沿岸,嚴(yan)格(ge)控制石油加工(gong)(gong)、化(hua)學(xue)原(yuan)料和(he)(he)化(hua)學(xue)品(pin)制造、醫(yi)藥制造、化(hua)學(xue)纖維制造、有(you)色金屬(shu)冶煉、紡織印染等(deng)生(sheng)產裝置及危險(xian)化(hua)學(xue)品(pin)倉儲等(deng)設施環境(jing)風險(xian)。(市(shi)(shi)環保(bao)(bao)局(ju)(ju)(ju)牽(qian)(qian)頭(tou),市(shi)(shi)工(gong)(gong)業和(he)(he)信(xin)息(xi)化(hua)委(wei)(wei)、市(shi)(shi)發(fa)展改革委(wei)(wei)、市(shi)(shi)規(gui)劃(hua)局(ju)(ju)(ju)、市(shi)(shi)安全監管局(ju)(ju)(ju)配(pei)合)

全(quan)(quan)面取締(di)“十小(xiao)(xiao)(xiao)”企業(ye)。全(quan)(quan)面排查(cha)裝備水(shui)(shui)平低(di)、環保(bao)設施差的小(xiao)(xiao)(xiao)型工(gong)業(ye)企業(ye)。按照水(shui)(shui)污染防(fang)治(zhi)法(fa)律法(fa)規要求(qiu),全(quan)(quan)部取締(di)不(bu)符合(he)國家(jia)產業(ye)政策的小(xiao)(xiao)(xiao)型造紙、制革(ge)、印(yin)染、染料、煉焦、煉硫(liu)、煉砷、煉油、電鍍(du)、農藥(yao)等嚴重污染水(shui)(shui)環境的生(sheng)產項目。(市(shi)環保(bao)局(ju)牽頭(tou),市(shi)工(gong)業(ye)和信息化委、市(shi)中小(xiao)(xiao)(xiao)企業(ye)局(ju)、市(shi)國土房管局(ju)、市(shi)發展改革(ge)委配合(he))

提高工業集聚區污染治理和風險防控水平。完善工業園區污水集中處理設施。實行“清污分流、雨污分流”,實現廢水分類收集、分質處理,入園企業應在達到國家或地方規定的排放標準后接入集中式污水處理設施處理,園區集中式污設(she)施總(zong)排口(kou)應(ying)安(an)裝自動(dong)監(jian)控系統(tong)、視頻監(jian)控系統(tong),并與環境寶華(hua)主(zhu)管(guan)部門聯網。(市環保(bao)局牽頭,市工(gong)業(ye)和(he)信息化委、市商(shang)務委配合(he))按照有關清潔生(sheng)產、循環經濟等(deng)理念,推進生(sheng)態(tai)工(gong)業(ye)示范園區(qu)建設(she)工(gong)作。(市環保(bao)局、市科(ke)委、市商(shang)務委按職責(ze)分(fen)工(gong)負責(ze))

2.提(ti)升工業清潔生產(chan)水平

依(yi)法實(shi)施(shi)(shi)(shi)強制性清潔生產審核。以區域性特征行(xing)(xing)業(ye)(ye)為(wei)重點(dian),鼓勵污染(ran)物達標排放的企業(ye)(ye)自愿開(kai)展清潔生產審核。(市(shi)工(gong)業(ye)(ye)和信息化委、市(shi)環(huan)保局(ju)按職責(ze)分工(gong)負責(ze))2017年底前(qian),造(zao)(zao)(zao)(zao)紙行(xing)(xing)業(ye)(ye)力爭完(wan)成(cheng)(cheng)紙漿無元素(su)(su)氯(lv)漂白(bai)改(gai)(gai)造(zao)(zao)(zao)(zao)或采(cai)取(qu)其他(ta)低污染(ran)制漿技(ji)術,鋼(gang)鐵企業(ye)(ye)焦爐完(wan)成(cheng)(cheng)干(gan)熄焦技(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao),氮肥行(xing)(xing)業(ye)(ye)尿素(su)(su)生產完(wan)成(cheng)(cheng)工(gong)藝(yi)冷凝液水解(jie)解(jie)析技(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao),印染(ran)行(xing)(xing)業(ye)(ye)實(shi)施(shi)(shi)(shi)低排水染(ran)整(zheng)工(gong)藝(yi)改(gai)(gai)造(zao)(zao)(zao)(zao),制藥(yao)(抗生素(su)(su)、維生素(su)(su))行(xing)(xing)業(ye)(ye)實(shi)施(shi)(shi)(shi)綠(lv)色(se)酶法生產技(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao),制革行(xing)(xing)業(ye)(ye)實(shi)施(shi)(shi)(shi)鉻減量(liang)化技(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao)。(市(shi)環(huan)保局(ju)牽(qian)頭(tou),市(shi)工(gong)業(ye)(ye)和信息化委配合)

3.實施工業污染源全面達標(biao)排放計劃

加(jia)強(qiang)工(gong)業(ye)污(wu)染(ran)源排(pai)放情況監管(guan)。2018年底前,按照國(guo)家要(yao)求(qiu),完成全市所(suo)有行業(ye)污(wu)染(ran)物排(pai)放情況評估工(gong)作,全面排(pai)查工(gong)業(ye)污(wu)染(ran)源超標排(pai)放、偷排(pai)偷放等問題(ti)。根(gen)據區(qu)域污(wu)染(ran)排(pai)放特(te)點(dian)與(yu)環(huan)境質(zhi)量改善要(yao)求(qiu),逐步實現(xian)將(jiang)所(suo)有工(gong)業(ye)污(wu)染(ran)源納入在(zai)線監控(kong)范圍,及時發現(xian)超標排(pai)放行為。深化網(wang)格化監管(guan)制度,將(jiang)監管(guan)責任(ren)落實到具體責任(ren)人,全面落實“雙隨機”制度,加(jia)強(qiang)日常(chang)環(huan)境執法工(gong)作。(市環(huan)保(bao)局(ju)牽頭,市工(gong)業(ye)和信息化委配合)

加(jia)大超(chao)標排(pai)放(fang)整治力度(du)(du)。對超(chao)標和(he)(he)超(chao)總量的企(qi)業(ye)(ye)予以“黃牌(pai)”警示,一(yi)律限制生(sheng)產或停產整治,明(ming)確(que)落(luo)實(shi)(shi)整改的措(cuo)施(shi)(shi)、責任和(he)(he)時限;對整治仍不能達到要(yao)求且情(qing)節嚴重的企(qi)業(ye)(ye)予以“紅牌(pai)”處(chu)罰(fa),相關(guan)(guan)區(qu)人(ren)(ren)(ren)民政府責令(ling)限期(qi)停業(ye)(ye)、關(guan)(guan)閉;對城(cheng)市(shi)(shi)建成區(qu)內(nei)污染超(chao)標企(qi)業(ye)(ye)實(shi)(shi)施(shi)(shi)有序搬遷改造或依法(fa)(fa)(fa)(fa)關(guan)(guan)閉。(市(shi)(shi)環(huan)保局牽(qian)頭,市(shi)(shi)工(gong)業(ye)(ye)和(he)(he)信(xin)(xin)息(xi)化(hua)委配合)持續(xu)保持環(huan)境執(zhi)法(fa)(fa)(fa)(fa)高壓態勢,依法(fa)(fa)(fa)(fa)嚴肅查處(chu)偷排(pai)偷放(fang)、數(shu)據造假、屢查屢犯的企(qi)業(ye)(ye);對涉嫌犯罪的人(ren)(ren)(ren)員(yuan),依法(fa)(fa)(fa)(fa)移送司法(fa)(fa)(fa)(fa)機關(guan)(guan);及(ji)時向社會公(gong)布違(wei)法(fa)(fa)(fa)(fa)企(qi)業(ye)(ye)及(ji)其法(fa)(fa)(fa)(fa)人(ren)(ren)(ren)和(he)(he)主要(yao)責任人(ren)(ren)(ren)名(ming)單(dan)、違(wei)法(fa)(fa)(fa)(fa)事(shi)實(shi)(shi)和(he)(he)處(chu)罰(fa)措(cuo)施(shi)(shi)等(deng)信(xin)(xin)息(xi),充分發揮(hui)負(fu)面典型案例(li)的震懾警示作(zuo)用。(市(shi)(shi)環(huan)保局牽(qian)頭,市(shi)(shi)公(gong)安局、市(shi)(shi)工(gong)業(ye)(ye)和(he)(he)信(xin)(xin)息(xi)化(hua)委配合)各(ge)級環(huan)保部(bu)門(men)根據《關(guan)(guan)于對環(huan)境保護領域(yu)失(shi)信(xin)(xin)生(sheng)產經營單(dan)位(wei)及(ji)其有關(guan)(guan)人(ren)(ren)(ren)員(yuan)開展聯(lian)合懲戒(jie)的合作(zuo)備忘錄》(發改財金(jin)〔2016〕1580號(hao))的要(yao)求,加(jia)強與(yu)相關(guan)(guan)部(bu)門(men)的協調配合,依法(fa)(fa)(fa)(fa)依規對違(wei)法(fa)(fa)(fa)(fa)排(pai)污單(dan)位(wei)及(ji)相關(guan)(guan)人(ren)(ren)(ren)員(yuan)實(shi)(shi)施(shi)(shi)聯(lian)合懲戒(jie)。“十(shi)三五”期(qi)間,每年(nian)分季度(du)(du)向社會公(gong)布“黃牌(pai)”和(he)(he)“紅牌(pai)”企(qi)業(ye)(ye)名(ming)單(dan),實(shi)(shi)施(shi)(shi)分類管理;加(jia)大抽(chou)查核(he)查力度(du)(du),對企(qi)業(ye)(ye)超(chao)標現象(xiang)普遍、超(chao)標企(qi)業(ye)(ye)集中(zhong)地區(qu)的地方政府采取公(gong)示、掛牌(pai)督辦、公(gong)開約(yue)談(tan)、區(qu)域(yu)限批(pi)等(deng)措(cuo)施(shi)(shi)。(市(shi)(shi)環(huan)保局牽(qian)頭,市(shi)(shi)工(gong)業(ye)(ye)和(he)(he)信(xin)(xin)息(xi)化(hua)委配合)

3.繼續推(tui)進(jin)污水處理設施(shi)建設

到2019年,全市(shi)(shi)(shi)所有區和(he)建制(zhi)鎮(zhen)具備污(wu)水(shui)(shui)收集(ji)處(chu)(chu)理(li)(li)能力,建制(zhi)鎮(zhen)、城(cheng)市(shi)(shi)(shi)污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)率(lv)分別達到85%、95%以(yi)上。加快推進全市(shi)(shi)(shi)城(cheng)鎮(zhen)污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)設施提標改造,2018年起執行《城(cheng)鎮(zhen)污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)廠污(wu)染物排放標準》(DB12/ 599—2015)或達到再生利用(yong)要求。鼓勵有條件的區域(yu)通過人工濕地等設施,進一步(bu)提升污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)設施出水(shui)(shui)水(shui)(shui)質。(市(shi)(shi)(shi)水(shui)(shui)務局、市(shi)(shi)(shi)建委按職(zhi)責分工負責)

4.強化污泥安(an)全處理處置

5.綜合整治(zhi)城市黑(hei)臭水體

三、規劃項目

各(ge)部門、各(ge)區根據(ju)重點(dian)流域(yu)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)工作的需要,組織設計和(he)篩選(xuan)工程項目,建立項目儲(chu)備庫,可包含飲用水(shui)水(shui)源地(di)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)、工業污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)、城鎮污(wu)(wu)(wu)水(shui)處理及(ji)配套設施建設、農(nong)業農(nong)村污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)、水(shui)環境綜合治(zhi)(zhi)理等類別項目。重點(dian)流域(yu)水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)規劃(hua)項目納入全市及(ji)各(ge)區水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)防(fang)(fang)治(zhi)(zhi)行(xing)動計劃(hua)項目庫,統一實施。

對(dui)重點流域(yu)水污染防治規劃項目庫實施動態管(guan)理,成熟的項目積極申報(bao)納入(ru)中央項目庫。

四、保障措施

(一)加強組織領導

強化地(di)方政(zheng)(zheng)府水環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護(hu)責任。各(ge)區人民政(zheng)(zheng)府是規(gui)(gui)劃(hua)(hua)實施的主體(ti),要(yao)統(tong)籌流域和行政(zheng)(zheng)區邊(bian)界,全(quan)面建立(li)市(shi)(shi)、區、鎮、村四級河長體(ti)系,層層分(fen)解(jie)落實規(gui)(gui)劃(hua)(hua)目(mu)(mu)標(biao)和任務(wu)(wu),將(jiang)規(gui)(gui)劃(hua)(hua)實施情況作(zuo)為(wei)生態文明建設考核(he)的重要(yao)內(nei)容,納入各(ge)級黨(dang)(dang)政(zheng)(zheng)領(ling)導干部政(zheng)(zheng)績考核(he)體(ti)系。各(ge)級黨(dang)(dang)委和政(zheng)(zheng)府對本地(di)區水環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護(hu)負(fu)(fu)總責,要(yao)將(jiang)水環(huan)境(jing)(jing)(jing)質量“只能更好、不(bu)能變壞”作(zuo)為(wei)水環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護(hu)責任紅線,加(jia)強對規(gui)(gui)劃(hua)(hua)實施的組織領(ling)導,將(jiang)規(gui)(gui)劃(hua)(hua)目(mu)(mu)標(biao)、任務(wu)(wu)、項(xiang)目(mu)(mu)等納入本級國民經濟和社會發展“十三五(wu)”規(gui)(gui)劃(hua)(hua),協調推(tui)進五(wu)位一(yi)(yi)體(ti)總體(ti)布局建設。地(di)方各(ge)級政(zheng)(zheng)府要(yao)按照“一(yi)(yi)崗雙責”的要(yao)求,細化明確各(ge)部門水環(huan)境(jing)(jing)(jing)保(bao)(bao)(bao)(bao)護(hu)職責,分(fen)解(jie)落實規(gui)(gui)劃(hua)(hua)任務(wu)(wu),形成有(you)效(xiao)治(zhi)污(wu)合力。(市(shi)(shi)發展改革委、市(shi)(shi)環(huan)保(bao)(bao)(bao)(bao)局牽頭,各(ge)區人民政(zheng)(zheng)府負(fu)(fu)責)

實(shi)(shi)(shi)施(shi)評(ping)估(gu)考核(he)(he)。自(zi)2017年起(qi),全市將結(jie)合《水污染(ran)防治(zhi)行(xing)動(dong)(dong)計劃》定期調度規(gui)劃實(shi)(shi)(shi)施(shi)進(jin)展,識別(bie)水污染(ran)防治(zhi)的(de)(de)重點(dian)控制(zhi)單元、重點(dian)問題,適時組織開展水環(huan)境會商、預警,加大規(gui)劃實(shi)(shi)(shi)施(shi)督導力度。全市及各(ge)區(qu)政(zheng)府(fu)建立水環(huan)境形(xing)勢分(fen)析機(ji)制(zhi),及時發現和(he)解(jie)決突出環(huan)境問題,動(dong)(dong)態跟蹤規(gui)劃實(shi)(shi)(shi)施(shi)進(jin)展,及時研究調整工作(zuo)部(bu)署,確(que)保規(gui)劃順(shun)利實(shi)(shi)(shi)施(shi)。規(gui)劃實(shi)(shi)(shi)施(shi)情況考核(he)(he)與《水污染(ran)防治(zhi)行(xing)動(dong)(dong)計劃》實(shi)(shi)(shi)施(shi)情況考核(he)(he)充分(fen)銜(xian)接(jie),強(qiang)化(hua)考核(he)(he)結(jie)果(guo)在市級資金分(fen)配(pei)、區(qu)域(yu)限批(pi)、領(ling)導干部(bu)追責(ze)等(deng)方(fang)面的(de)(de)應用(yong)。對考核(he)(he)結(jie)果(guo)較差的(de)(de)地區(qu),綜合采取預警、掛牌(pai)督辦、區(qu)域(yu)限批(pi)、行(xing)政(zheng)約談等(deng)手(shou)段,督促規(gui)劃各(ge)項(xiang)目標任務的(de)(de)落實(shi)(shi)(shi)。(市環(huan)保局牽頭,各(ge)區(qu)人民(min)政(zheng)府(fu)負(fu)責(ze))

(二)完善政策法規

(三)落實財稅政策

增(zeng)加(jia)政(zheng)府(fu)資(zi)(zi)金投入(ru)。用(yong)好(hao)國家財(cai)政(zheng)資(zi)(zi)金,做(zuo)好(hao)地方配套,支持水(shui)污染防(fang)治任(ren)務落實,向(xiang)優先(xian)控制單元、跨區(qu)地區(qu)傾斜。各區(qu)政(zheng)府(fu)加(jia)大資(zi)(zi)金投入(ru),統(tong)籌水(shui)污染防(fang)治各項任(ren)務,提升資(zi)(zi)金使(shi)用(yong)績效。(市(shi)財(cai)政(zheng)局(ju)牽(qian)頭,市(shi)發展改革委、市(shi)環保局(ju)、市(shi)水(shui)務局(ju)、市(shi)農委配合)

依(yi)法做(zuo)好排(pai)(pai)(pai)污(wu)費(fei)(fei)(fei)、污(wu)水處(chu)(chu)理(li)(li)費(fei)(fei)(fei)與環(huan)境保護稅征(zheng)收工(gong)作的(de)(de)銜接。按(an)照(zhao)《環(huan)境保護稅法》規(gui)(gui)定(ding),自2018年1月1日起開征(zheng)環(huan)保稅后,不(bu)(bu)再征(zheng)收排(pai)(pai)(pai)污(wu)費(fei)(fei)(fei)。對本市(shi)(shi)已實施(shi)的(de)(de)有關排(pai)(pai)(pai)污(wu)收費(fei)(fei)(fei)相關規(gui)(gui)定(ding)同(tong)時(shi)廢止,實現(xian)“費(fei)(fei)(fei)改稅”。(市(shi)(shi)財(cai)政局牽頭,市(shi)(shi)國稅局、市(shi)(shi)發(fa)展改革委配(pei)合(he))合(he)理(li)(li)制定(ding)和調整(zheng)(zheng)(zheng)調整(zheng)(zheng)(zheng)污(wu)水處(chu)(chu)理(li)(li)費(fei)(fei)(fei)標(biao)準(zhun)。按(an)照(zhao)《天津市(shi)(shi)污(wu)水處(chu)(chu)理(li)(li)費(fei)(fei)(fei)征(zheng)收使用管理(li)(li)辦(ban)法》規(gui)(gui)定(ding)和‘污(wu)染付費(fei)(fei)(fei)、公平(ping)負擔、補償成(cheng)本、合(he)理(li)(li)盈(ying)利’定(ding)價原則,污(wu)水處(chu)(chu)理(li)(li)費(fei)(fei)(fei)征(zheng)收標(biao)準(zhun)未(wei)達到(dao)覆蓋(gai)污(wu)水處(chu)(chu)理(li)(li)設(she)施(shi)正(zheng)常(chang)運營和污(wu)泥處(chu)(chu)理(li)(li)處(chu)(chu)置成(cheng)本并合(he)理(li)(li)盈(ying)利水平(ping)的(de)(de),應當在(zai)調整(zheng)(zheng)(zheng)自來(lai)水價格時(shi)逐步(bu)調整(zheng)(zheng)(zheng)到(dao)位。暫(zan)不(bu)(bu)能到(dao)位的(de)(de),由同(tong)級財(cai)政部門給予補貼。(市(shi)(shi)發(fa)展改革委牽頭,市(shi)(shi)財(cai)政局、市(shi)(shi)水務局、市(shi)(shi)環(huan)保局、市(shi)(shi)建委配(pei)合(he))

(四)健全市場機制

引導社會(hui)(hui)資(zi)(zi)(zi)(zi)本(ben)投入。逐(zhu)步將水(shui)污染防治領域全面向社會(hui)(hui)資(zi)(zi)(zi)(zi)本(ben)開放,健全投資(zi)(zi)(zi)(zi)回報(bao)機(ji)制,以(yi)合作雙方風險分擔(dan)、利益共享、權(quan)益融(rong)合為(wei)目標,大(da)力推廣運(yun)用(yong)政(zheng)府和社會(hui)(hui)資(zi)(zi)(zi)(zi)本(ben)合作(PPP)模式。鼓(gu)勵金融(rong)機(ji)構為(wei)相關項目提(ti)高授信額度、增(zeng)進信用(yong)等級,支(zhi)持(chi)開展(zhan)排污權(quan)、收費(fei)權(quan)、政(zheng)府購買(mai)服務協議及特許權(quan)協議項下收益質押(ya)擔(dan)保(bao)融(rong)資(zi)(zi)(zi)(zi),探索開展(zhan)污水(shui)垃圾(ji)處理服務項目預(yu)期收益質押(ya)融(rong)資(zi)(zi)(zi)(zi),鼓(gu)勵社會(hui)(hui)資(zi)(zi)(zi)(zi)本(ben)加大(da)水(shui)環(huan)境保(bao)護投入。(市發展(zhan)改革委、市財政(zheng)局(ju)(ju)(ju)、人民銀行天(tian)津分行牽頭(tou),市金融(rong)局(ju)(ju)(ju)、市環(huan)保(bao)局(ju)(ju)(ju)、天(tian)津銀監局(ju)(ju)(ju)、天(tian)津證監局(ju)(ju)(ju)、天(tian)津保(bao)監局(ju)(ju)(ju)配合)

推進(jin)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)制實(shi)(shi)施。按(an)照國(guo)家《固定(ding)污(wu)(wu)染(ran)源排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)分類管理目錄(2017年(nian)(nian)版)》等要求,規范排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)核(he)發(fa)(fa),合理確定(ding)許(xu)可(ke)(ke)(ke)內(nei)容,分步實(shi)(shi)現排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)全覆蓋(gai),2017年(nian)(nian)完成造(zao)紙(zhi)、焦化等十大重(zhong)點行業及產能過(guo)剩行業企業排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)核(he)發(fa)(fa),到2020年(nian)(nian),完成覆蓋(gai)所(suo)有(you)固定(ding)污(wu)(wu)染(ran)源的排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)核(he)發(fa)(fa)工作。嚴格落實(shi)(shi)企事(shi)業單位按(an)證(zheng)(zheng)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)、自行監(jian)測(ce)和定(ding)期(qi)報告責任。依證(zheng)(zheng)嚴格開展監(jian)管執法,嚴厲查處(chu)違法排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)行為。鼓勵(li)企事(shi)業單位在履行法定(ding)義務的基礎上,通過(guo)清潔生產、技術改(gai)造(zao)升級等進(jin)一步削減污(wu)(wu)染(ran)物(wu)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)放(fang)量,鼓勵(li)自愿開展排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)權交易,落實(shi)(shi)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)權有(you)償使用制度(du)。(市環(huan)保局(ju)、市發(fa)(fa)改(gai)委、財政局(ju)、金融局(ju),各(ge)區人(ren)民政府負責)

強化(hua)控制(zhi)單元(yuan)管理。按(an)國家總(zong)體要求(qiu)推進控制(zhi)單元(yuan)水環(huan)(huan)(huan)(huan)境信(xin)息管理平(ping)臺建設,將水文、水資(zi)源(yuan)、水質、經濟社(she)會(hui)等基礎數據按(an)控制(zhi)單元(yuan)歸集(ji),大力推動水環(huan)(huan)(huan)(huan)境保(bao)護大數據發(fa)展和(he)應用,將控制(zhi)單元(yuan)作為落實環(huan)(huan)(huan)(huan)評準入、區域限批等各(ge)項環(huan)(huan)(huan)(huan)境管理措(cuo)施(shi)與控源(yuan)減排、截污(wu)(wu)導(dao)流等污(wu)(wu)染(ran)防治(zhi)措(cuo)施(shi)的(de)基本空間(jian)單位(wei),提升污(wu)(wu)染(ran)防治(zhi)的(de)科學化(hua)、信(xin)息化(hua)和(he)精細化(hua)水平(ping)。(市環(huan)(huan)(huan)(huan)保(bao)局牽頭(tou),市水務局配合)

(六)加強監督管理

(七)弘揚生態文化

充分利(li)用微博、微信等新(xin)媒體,加強生(sheng)態文化(hua)宣(xuan)傳教育(yu),提高全社會(hui)生(sheng)態文明意識,倡導勤儉節(jie)約、綠(lv)色低碳(tan)、文明健康的生(sheng)活方式和(he)消(xiao)費模(mo)式,鼓勵購買使用節(jie)水(shui)產品(pin)和(he)環境標志產品(pin)。(市環保局(ju)牽頭(tou),市教委(wei)、市水(shui)務(wu)局(ju)、市建委(wei)、市發展改革委(wei)配合(he))

推進信(xin)(xin)息(xi)公開。按(an)照國家要求,將排(pai)(pai)污許可證申領(ling)、核(he)發、監管執(zhi)法(fa)等(deng)工作流程及信(xin)(xin)息(xi)納入全(quan)國排(pai)(pai)污許可證管理信(xin)(xin)息(xi)平(ping)臺,及時公開企事業單位自行(xing)監測數據和環(huan)境(jing)保護部門監管執(zhi)法(fa)信(xin)(xin)息(xi)。建立全(quan)市(shi)(shi)(shi)統(tong)一的信(xin)(xin)息(xi)公開平(ping)臺和生態環(huan)境(jing)監測信(xin)(xin)息(xi)統(tong)一發布(bu)機(ji)制,定期公布(bu)本行(xing)政區內環(huan)境(jing)質(zhi)量狀況、污染防治方(fang)案等(deng)信(xin)(xin)息(xi)。國家確(que)定的重點排(pai)(pai)污單位應依法(fa)向社會公開其產生的主要污染物名稱、排(pai)(pai)放(fang)方(fang)式、排(pai)(pai)放(fang)濃度和總量、超標排(pai)(pai)放(fang)情(qing)況,以及污染防治設施的建設和運行(xing)情(qing)況,主動接(jie)受監督。(市(shi)(shi)(shi)環(huan)保局牽頭,市(shi)(shi)(shi)發展改革委(wei)、市(shi)(shi)(shi)工業和信(xin)(xin)息(xi)化委(wei)配合)
