日前,焦作市人民政府下發了關于打贏水污染防治攻堅戰的意見,具體如下:水事關人民群眾切身利益,是推(tui)進(jin)生(sheng)態(tai)(tai)文(wen)明(ming)、建(jian)設美(mei)麗焦作的(de)重要(yao)內容。當前,我(wo)市(shi)正處在全面(mian)建(jian)成小康社(she)會(hui)的(de)攻堅期(qi),水(shui)環境保護工作面(mian)臨巨大的(de)壓力(li)和(he)挑戰(zhan),部分流(liu)域區域水(shui)環境質(zhi)(zhi)(zhi)量(liang)差、河(he)道環境流(liu)量(liang)不足、水(shui)生(sheng)態(tai)(tai)受(shou)損重、水(shui)環境隱患多等問題還(huan)較為突出。為切實(shi)加大水(shui)環境治(zhi)理力(li)度,確保完成水(shui)質(zhi)(zhi)(zhi)改(gai)善目標(biao),全面(mian)改(gai)善水(shui)生(sheng)態(tai)(tai)環境質(zhi)(zhi)(zhi)量(liang),落(luo)實(shi)《河(he)南省人民政(zheng)府關于打贏水(shui)污(wu)染防(fang)治(zhi)攻堅戰(zhan)的(de)意見(jian)》(豫政(zheng)〔2017〕2號)要(yao)求,現就打贏我(wo)市(shi)水(shui)污(wu)染防(fang)治(zhi)攻堅戰(zhan)提出如(ru)下意見(jian)。 一、指導思想 認真貫徹(che)落實十(shi)八大和(he)十(shi)八屆三中(zhong)、四中(zhong)、五(wu)中(zhong)、六(liu)中(zhong)全會精神(shen),以五(wu)大發(fa)(fa)(fa)展新理念為(wei)(wei)(wei)引領,嚴格(ge)執(zhi)行(xing)(xing)《中(zhong)華(hua)人(ren)民(min)(min)共(gong)和(he)國(guo)(guo)環(huan)(huan)境(jing)保護法(fa)》和(he)《中(zhong)華(hua)人(ren)民(min)(min)共(gong)和(he)國(guo)(guo)水(shui)(shui)(shui)污(wu)(wu)染(ran)防治(zhi)(zhi)法(fa)》,全面落實《國(guo)(guo)務(wu)院關于印(yin)發(fa)(fa)(fa)水(shui)(shui)(shui)污(wu)(wu)染(ran)防治(zhi)(zhi)行(xing)(xing)動計劃(hua)的(de)通知》(國(guo)(guo)發(fa)(fa)(fa)〔2015〕17號)、《河(he)南省人(ren)民(min)(min)政府(fu)關于印(yin)發(fa)(fa)(fa)河(he)南省碧水(shui)(shui)(shui)工(gong)程行(xing)(xing)動計劃(hua)(水(shui)(shui)(shui)污(wu)(wu)染(ran)防治(zhi)(zhi)工(gong)作(zuo)方案(an)(an))的(de)通知》(豫政〔2015〕86號)、《焦作(zuo)市人(ren)民(min)(min)政府(fu)關于印(yin)發(fa)(fa)(fa)焦作(zuo)市碧水(shui)(shui)(shui)工(gong)程行(xing)(xing)動計劃(hua)(水(shui)(shui)(shui)污(wu)(wu)染(ran)防治(zhi)(zhi)工(gong)作(zuo)方案(an)(an))的(de)通知》(焦政〔2016〕4號),以全國(guo)(guo)水(shui)(shui)(shui)生(sheng)(sheng)態文明城(cheng)市創建為(wei)(wei)(wei)載體,以水(shui)(shui)(shui)污(wu)(wu)染(ran)治(zhi)(zhi)理、水(shui)(shui)(shui)環(huan)(huan)境(jing)提升兩大工(gong)程為(wei)(wei)(wei)重點,著力實施十(shi)大攻(gong)堅行(xing)(xing)動,持續改善(shan)水(shui)(shui)(shui)環(huan)(huan)境(jing)質(zhi)量,加快推進水(shui)(shui)(shui)生(sheng)(sheng)態保護,為(wei)(wei)(wei)建設“四個焦作(zuo)”、早日躋(ji)身全省“第一方陣”、讓焦作(zuo)在中(zhong)原崛(jue)起中(zhong)更加出彩提供良好的(de)水(shui)(shui)(shui)生(sheng)(sheng)態環(huan)(huan)境(jing)保障。 二、基本原則 堅持黨政同責,落實各方責任。加強對水環境保護工作的領導,研究水環境保護重大政策,完善考評機制。依法對本地水環境質量負責,統籌實施攻堅戰各項任務。各相關部門嚴格履行監督管理職責,認真落實管行業必須管、管(guan)業務必須(xu)管(guan)環保(bao)、管(guan)生產經營必須(xu)管(guan)環保(bao)的要(yao)求。排污(wu)(wu)單位落實治(zhi)污(wu)(wu)主體責(ze)任,嚴格執行環保(bao)法律、法規和(he)政策,加強污(wu)(wu)染治(zhi)理設(she)施建設(she)和(he)運行管(guan)理,確保(bao)各項水污(wu)(wu)染物(wu)全面穩定(ding)達標(biao)排放。 堅持目標導向,注重標本兼治。以提前1年完成我市“十三五”水環境質量目標為著力點,區分輕重緩急,有序推進水污染防治工作,通過工業污染防治、城鎮廠及配(pei)套管(guan)網(wang)建設、雨污(wu)分流管(guan)網(wang)改造、畜禽養殖整治、農業面(mian)源治理(li)、生態補水、水系連通等綜(zong)合措施,從根本上改善水環境質(zhi)量。 堅持(chi)改革創新,完善(shan)體制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi)。轉變(bian)治理理念和(he)治理方式,成(cheng)立統一領導、部門協作的(de)領導小組,建立水(shui)污(wu)染聯防聯控機(ji)(ji)制(zhi)(zhi),完善(shan)權責明晰、獎優罰劣的(de)水(shui)污(wu)染防治攻堅戰考(kao)核(he)獎懲制(zhi)(zhi)度,形成(cheng)跨(kua)行(xing)政區(qu)域、跨(kua)政府部門、跨(kua)行(xing)業的(de)水(shui)環境質量改善(shan)合(he)力。 堅持(chi)依(yi)法(fa)(fa)(fa)治(zhi)污(wu),實(shi)施(shi)嚴(yan)格監(jian)管。嚴(yan)格落實(shi)各項(xiang)環保法(fa)(fa)(fa)律、法(fa)(fa)(fa)規(gui),對(dui)偷(tou)排偷(tou)放、偽造監(jian)測數(shu)據和(he)不正常運行(xing)治(zhi)污(wu)設施(shi)等違法(fa)(fa)(fa)行(xing)為(wei)依(yi)法(fa)(fa)(fa)嚴(yan)懲,有效遏(e)制違法(fa)(fa)(fa)排污(wu)行(xing)為(wei),所有排污(wu)單(dan)位必須依(yi)法(fa)(fa)(fa)實(shi)現全面(mian)穩定達標排放。強化環保、公安、監(jian)察、司法(fa)(fa)(fa)等多部門協作,健全行(xing)政(zheng)執法(fa)(fa)(fa)與刑(xing)事司法(fa)(fa)(fa)銜(xian)接配(pei)合機制,完善案件移送、受理、立案、通報(bao)等規(gui)定。 堅持(chi)公眾參與(yu)(yu),強化社(she)會(hui)監(jian)督。推進信息(xi)公開,加強輿論引(yin)導(dao)(dao),完善水(shui)環境信息(xi)公開制度,宣傳解讀水(shui)污染防治(zhi)政(zheng)策措施(shi),保障公眾知(zhi)情權、參與(yu)(yu)權和監(jian)督權,凝聚政(zheng)府引(yin)導(dao)(dao)、企(qi)業(ye)行動、公眾參與(yu)(yu)、社(she)會(hui)共治(zhi)的強大合力。 三、工作目標 按照“整體工(gong)(gong)作(zuo)上臺階、重點工(gong)(gong)作(zuo)爭一流、特色(se)工(gong)(gong)作(zuo)樹形(xing)象”要求(qiu),堅決打贏水污染防治攻堅戰,確(que)保(bao)“一年(nian)打基礎、兩(liang)年(nian)見成效、三年(nian)大變樣”,提前1年(nian)完成國家、省確(que)定(ding)的我(wo)市“十(shi)三五”水質目(mu)標(biao),水治理(li)工(gong)(gong)作(zuo)走(zou)在全省前列(lie)。 “一年打基礎(chu)”:2017年,蟒河溫縣(xian)(xian)汜水(shui)(shui)(shui)灘斷(duan)(duan)面(mian)(mian)水(shui)(shui)(shui)質持續穩(wen)定達(da)到氨氮≤3毫(hao)克/升,其他指(zhi)標(biao)(biao)Ⅴ類;大(da)沙(sha)河修武水(shui)(shui)(shui)文站、共(gong)產(chan)主(zhu)義渠(qu)獲嘉(jia)東碑(bei)村斷(duan)(duan)面(mian)(mian)水(shui)(shui)(shui)質明顯改善(shan);沁(qin)河武陟渠(qu)首(shou)斷(duan)(duan)面(mian)(mian)保持穩(wen)定達(da)標(biao)(biao)(Ⅳ類)。焦作市城市集中式飲(yin)用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源水(shui)(shui)(shui)質達(da)到或優(you)于III類比例(li)保持100%;大(da)沙(sha)河、共(gong)產(chan)主(zhu)義渠(qu)等河流環境流量(liang)改善(shan)機制(zhi)初步(bu)建立;焦作市建成(cheng)(cheng)區(qu)黑臭(chou)水(shui)(shui)(shui)體(ti)基本消(xiao)除,沁(qin)陽市、孟州(zhou)市基本完成(cheng)(cheng)黑臭(chou)水(shui)(shui)(shui)體(ti)的(de)截污納管(guan)工作,博愛縣(xian)(xian)、武陟縣(xian)(xian)、修武縣(xian)(xian)、溫縣(xian)(xian)全(quan)部完成(cheng)(cheng)黑臭(chou)水(shui)(shui)(shui)體(ti)的(de)垃(la)圾清理工作。 “兩年(nian)見成效”:2018年(nian),蟒河(he)(he)溫縣汜水(shui)(shui)灘(tan)斷面(mian)(mian)水(shui)(shui)質持續穩定達(da)到(dao)氨氮(dan)≤3毫(hao)(hao)克/升(sheng)(sheng),其(qi)他指標(biao)Ⅴ類(lei),水(shui)(shui)質穩中(zhong)有升(sheng)(sheng);大(da)沙(sha)河(he)(he)修武水(shui)(shui)文(wen)站除(chu)氨氮(dan)≤3.0毫(hao)(hao)克/升(sheng)(sheng)外(wai),其(qi)他指標(biao)達(da)到(dao)Ⅴ類(lei);共(gong)產主義(yi)渠獲嘉東(dong)碑村斷面(mian)(mian)除(chu)氨氮(dan)≤4.0毫(hao)(hao)克/升(sheng)(sheng)外(wai),其(qi)他指標(biao)達(da)到(dao)Ⅴ類(lei);沁河(he)(he)武陟渠首斷面(mian)(mian)保(bao)持穩定達(da)標(biao)(Ⅳ類(lei))并穩中(zhong)有升(sheng)(sheng)。焦作城市(shi)(shi)集中(zhong)式飲用水(shui)(shui)水(shui)(shui)源水(shui)(shui)質達(da)到(dao)或優于Ⅲ類(lei)比例保(bao)持100%;大(da)沙(sha)河(he)(he)、共(gong)產主義(yi)渠等(deng)河(he)(he)流環境流量改善機制基(ji)本建立;焦作市(shi)(shi)建成區黑臭(chou)(chou)水(shui)(shui)體全部消除(chu),各縣(市(shi)(shi))完(wan)成黑臭(chou)(chou)水(shui)(shui)體的截(jie)污(wu)納管工作,沁陽市(shi)(shi)、孟州市(shi)(shi)基(ji)本完(wan)成黑臭(chou)(chou)水(shui)(shui)體整治任務。 “三年(nian)大(da)(da)變(bian)樣”:2019年(nian),蟒河(he)溫縣汜水(shui)灘斷(duan)面水(shui)質(zhi)持(chi)續(xu)穩定(ding)達到氨氮≤3毫克/升,其他(ta)指標Ⅴ類(lei),水(shui)質(zhi)穩中有升;大(da)(da)沙河(he)修武(wu)水(shui)文站、共產主義渠獲嘉東碑村斷(duan)面在2018年(nian)目(mu)標基礎(chu)上穩中有升;沁(qin)河(he)武(wu)陟(zhi)渠首斷(duan)面保持(chi)穩定(ding)達標(Ⅳ類(lei))并穩中有升。焦作市(shi)(shi)(shi)城市(shi)(shi)(shi)集中式飲用水(shui)水(shui)源水(shui)質(zhi)達到或(huo)優于Ⅲ類(lei)比例(li)保持(chi)100%;全面建立我市(shi)(shi)(shi)黃河(he)、海河(he)流(liu)域主要河(he)流(liu)環境流(liu)量調度機制(zhi);沁(qin)陽市(shi)(shi)(shi)、孟州市(shi)(shi)(shi)全面消(xiao)除黑臭水(shui)體,博愛縣、武(wu)陟(zhi)縣、修武(wu)縣、溫縣基本完成(cheng)黑臭水(shui)體整(zheng)治任務。 四、攻堅重點
(一(yi))著力(li)實施海河(he)(he)黃(huang)河(he)(he)流域水污染(ran)治理工程。 1.實施工業污染治理攻堅行動。一是強化重點行業整治。2017年,啟動并全面完成全市造紙、氮肥、農副食品加工、毛皮制革、印染、有色金屬、原料藥制造、電鍍等九大重點污染行業專項整治工作。二是取締重污染落后小企業。完成制革、印染、造紙、煉焦、塑料加工、電鍍、染料、農藥等“八小”企業排查,發現一家,查處一家,關停一家。三是突出產業集聚區治理。對產業集聚區基礎(chu)設(she)施(shi)建(jian)設(she)運行情況進行排(pai)(pai)查,對不符合要求的集(ji)(ji)聚區(qu)要列出清(qing)單、限期整(zheng)改(gai)。全市產業集(ji)(ji)聚區(qu)建(jian)成污水集(ji)(ji)中處理設(she)施(shi),安裝自動在線監控設(she)施(shi)。四是突出抓好孟州(zhou)南(nan)(nan)莊皮(pi)毛產業群專項治理,完(wan)成孟州(zhou)市南(nan)(nan)莊毛皮(pi)專業園區(qu)鞣制(zhi)(zhi)(zhi)(zhi)清(qing)潔生(sheng)產工藝改(gai)造及污染治理項目,桑(sang)坡、田寺(si)、南(nan)(nan)莊三村(cun)皮(pi)毛群內原有皮(pi)毛企業涉水工段關閉淘汰,搬遷入園。五是健全長效(xiao)監管機制(zhi)(zhi)(zhi)(zhi)。實施(shi)排(pai)(pai)污許(xu)可管理,加強排(pai)(pai)污許(xu)可與環境質量目標管理、排(pai)(pai)污權交(jiao)易(yi)、總量減(jian)排(pai)(pai)制(zhi)(zhi)(zhi)(zhi)度措施(shi)有效(xiao)銜(xian)接。研(yan)究制(zhi)(zhi)(zhi)(zhi)定《焦作市企業環境信用評價辦法》,構建(jian)守信激勵與失信懲戒機制(zhi)(zhi)(zhi)(zhi)。 2.實(shi)施城(cheng)市(shi)黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體治(zhi)理(li)攻(gong)堅行(xing)動。抓住全省“百城(cheng)建設提質工(gong)(gong)程”的機遇,采取(qu)截(jie)污(wu)(wu)(wu)納管(guan)(guan)、面(mian)源控制(zhi)、清淤(yu)疏浚(jun)、垃圾清理(li)、生態(tai)凈化(hua)、活水(shui)(shui)(shui)(shui)(shui)循環、清水(shui)(shui)(shui)(shui)(shui)補(bu)源等措施,消除城(cheng)市(shi)黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體。一是(shi)編(bian)(bian)制(zhi)水(shui)(shui)(shui)(shui)(shui)體整(zheng)治(zhi)規劃。認真排查,建立城(cheng)市(shi)黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體檔(dang)案,完(wan)成(cheng)(cheng)城(cheng)區黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體整(zheng)治(zhi)項目實(shi)施方(fang)案的編(bian)(bian)制(zhi)及評審(shen)工(gong)(gong)作(zuo)。2017年(nian),焦作(zuo)市(shi)城(cheng)市(shi)建成(cheng)(cheng)區基(ji)本消除黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體,水(shui)(shui)(shui)(shui)(shui)體水(shui)(shui)(shui)(shui)(shui)質明(ming)顯(xian)改善(shan)。各縣(市(shi))要編(bian)(bian)制(zhi)黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體整(zheng)治(zhi)規劃,確保2019年(nian)前完(wan)成(cheng)(cheng)黑(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體整(zheng)治(zhi)任務。二(er)是(shi)突出排污(wu)(wu)(wu)源頭(tou)治(zhi)理(li)。提高水(shui)(shui)(shui)(shui)(shui)系周邊區域工(gong)(gong)業企業落(luo)戶門檻,加大河(he)(he)道(dao)排污(wu)(wu)(wu)口的排查治(zhi)理(li),加強(qiang)水(shui)(shui)(shui)(shui)(shui)體監(jian)控,嚴厲打擊(ji)違(wei)法排污(wu)(wu)(wu)行(xing)為。重(zhong)點(dian)推進白馬門河(he)(he)、田(tian)澗溝(gou)、群英河(he)(he)、甕澗河(he)(he)、普濟河(he)(he)、李河(he)(he)和南(nan)水(shui)(shui)(shui)(shui)(shui)北調(diao)焦作(zuo)城(cheng)區段(duan)北側污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)管(guan)(guan)道(dao)工(gong)(gong)程等截(jie)污(wu)(wu)(wu)納管(guan)(guan)工(gong)(gong)程,到2018年(nian),焦作(zuo)市(shi)建成(cheng)(cheng)區污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)基(ji)本實(shi)現全收集、全處理(li)。三是(shi)削減面(mian)源污(wu)(wu)(wu)染負荷。因地制(zhi)宜規劃配套(tao)建設生態(tai)滯留池、生態(tai)濕地。加強(qiang)城(cheng)區周邊及各類明(ming)溝(gou)明(ming)渠的治(zhi)理(li),改變明(ming)溝(gou)、明(ming)渠臟亂現象。加大城(cheng)市(shi)河(he)(he)道(dao)、公園(yuan)生態(tai)用水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)源補(bu)給(gei)。四(si)是(shi)注重(zhong)河(he)(he)道(dao)內源治(zhi)理(li)。重(zhong)點(dian)抓好(hao)河(he)(he)道(dao)沿岸(an)積存垃圾清理(li)、水(shui)(shui)(shui)(shui)(shui)體保潔、水(shui)(shui)(shui)(shui)(shui)生植物管(guan)(guan)理(li)和清淤(yu),解(jie)決因臟亂差(cha)導致(zhi)的水(shui)(shui)(shui)(shui)(shui)環境(jing)惡化(hua)問題(ti)。 3.實施農村農業面源污染治理攻堅行動。一是強力開展畜禽養殖業專項整治。依法對河道兩側400米范圍內畜禽養殖業搬遷取締,其它范圍內畜禽養殖業(需關閉取締的除外)達到環保等要求,達不到要求的依法依規停產整治或關閉。二是推進農業面源污染綜合整治。實施農作物化肥農藥使用量零增長行動,引導和鼓勵農民使用生物農藥或高效、低毒、低殘留農藥,大力推廣測土配方施肥技術,減少化肥施用量,凈化農田排水及地表徑流。三是強化農村生活環境綜合整治。圍繞美麗鄉村、生態鄉鎮和生態村創建,建立生活垃圾治理和河道生態修復長效機制,加強生活,保障(zhang)農村環(huan)境質量明顯改(gai)善。 4.實施水(shui)污染(ran)(ran)事(shi)件(jian)(jian)應急能力攻堅行動。確定排放重(zhong)金(jin)屬、危險(xian)(xian)(xian)廢物(wu)、持久性有機污染(ran)(ran)物(wu)和(he)生(sheng)產使用(yong)危險(xian)(xian)(xian)化(hua)學品(pin)的(de)重(zhong)點風(feng)(feng)險(xian)(xian)(xian)源清單(dan),開展環境和(he)監控(kong)風(feng)(feng)險(xian)(xian)(xian)評估,督促企(qi)業落實相應措(cuo)施。加強飲用(yong)水(shui)源河(he)流斷面的(de)監測預警、預報,及(ji)時研判水(shui)環境風(feng)(feng)險(xian)(xian)(xian)水(shui)平,化(hua)解水(shui)環境隱患。修訂完善突(tu)發環境事(shi)件(jian)(jian)應急預案,開展應急處置(zhi)演練(lian),妥善處置(zhi)突(tu)發事(shi)件(jian)(jian)。 (二)著力實(shi)施水(shui)環境提升工程。 3.實施南(nan)水(shui)北調水(shui)質(zhi)保護(hu)提升行動。以南(nan)水(shui)北調焦作城(cheng)區段(duan)(duan)綠化(hua)帶建設(she)(she)為抓手,確保水(shui)質(zhi)安全(quan)。一(yi)是(shi)加快城(cheng)區段(duan)(duan)綠化(hua)帶建設(she)(she)。堅持一(yi)流規劃和(he)(he)一(yi)流建設(she)(she),將(jiang)南(nan)水(shui)北調兩側建成中心城(cheng)區的(de)涵養水(shui)源帶、生態景(jing)觀(guan)帶和(he)(he)群眾休閑觀(guan)光(guang)帶。二是(shi)消除安全(quan)隱患。做好沿線環(huan)(huan)境綜合(he)整(zheng)治工(gong)(gong)作,對污染(ran)(ran)工(gong)(gong)業(ye)企(qi)業(ye)和(he)(he)畜禽養殖場(小區)堅決取締搬遷。三是(shi)防(fang)范(fan)環(huan)(huan)境風(feng)險。開(kai)展總(zong)干渠保護(hu)區規范(fan)化(hua)建設(she)(she),在容易造成隱患和(he)(he)風(feng)險的(de)保護(hu)區邊界(jie)建設(she)(she)隔離(li)防(fang)護(hu)設(she)(she)施和(he)(he)應急設(she)(she)施。強化(hua)水(shui)質(zhi)實時動態檢測(ce),在一(yi)級保護(hu)區各(ge)地分水(shui)口安裝視(shi)頻監控,制定突發水(shui)污染(ran)(ran)事件應急預案,建立完(wan)善日常(chang)巡查(cha)、工(gong)(gong)程監管、污染(ran)(ran)聯(lian)防(fang)、應急處(chu)置等制度(du)。四是(shi)嚴(yan)厲查(cha)處(chu)違法行為。加強總(zong)干渠兩側的(de)環(huan)(huan)境監管,開(kai)展對入河排污口整(zheng)治和(he)(he)入庫河道內污染(ran)(ran)物的(de)污染(ran)(ran)治理(li)。 4.實施(shi)海綿城(cheng)(cheng)(cheng)市(shi)(shi)建(jian)設(she)(she)提升(sheng)(sheng)行動(dong)。統籌推進《焦作市(shi)(shi)海綿城(cheng)(cheng)(cheng)市(shi)(shi)建(jian)設(she)(she)專項規劃(hua)》和《焦作市(shi)(shi)海綿城(cheng)(cheng)(cheng)市(shi)(shi)試點(dian)建(jian)設(she)(she)三年實施(shi)計劃(hua)(2016-2018)》。繼(ji)續推進海綿城(cheng)(cheng)(cheng)市(shi)(shi)建(jian)設(she)(she)示范區建(jian)設(she)(she),建(jian)成城(cheng)(cheng)(cheng)市(shi)(shi)公園綠地、單位小區、道路廣場(chang)等(deng)示范項目。加(jia)快雨(yu)污分流(liu)管網改造與排(pai)(pai)水(shui)防澇(lao)(lao)設(she)(she)施(shi)建(jian)設(she)(she),解決城(cheng)(cheng)(cheng)市(shi)(shi)積水(shui)內(nei)澇(lao)(lao)問題。加(jia)強城(cheng)(cheng)(cheng)市(shi)(shi)河湖(hu)水(shui)系保護和管理,堅決制止非法(fa)侵占(zhan)河湖(hu)水(shui)系的行為,提升(sheng)(sheng)生態(tai)保護、排(pai)(pai)水(shui)防澇(lao)(lao)功(gong)能。完善城(cheng)(cheng)(cheng)市(shi)(shi)防洪設(she)(she)施(shi),健全預(yu)報預(yu)警、指揮調度、應急搶(qiang)險等(deng)措施(shi),全面提高城(cheng)(cheng)(cheng)市(shi)(shi)排(pai)(pai)水(shui)防澇(lao)(lao)、防洪減災能力(li)。 (一(yi)(yi))強(qiang)化領導(dao)(dao),完善制(zhi)度。市(shi)政(zheng)府成立(li)環境(jing)污(wu)染(ran)防治(zhi)(zhi)(zhi)攻(gong)堅(jian)(jian)(jian)戰(zhan)領導(dao)(dao)小(xiao)組,建(jian)立(li)流域水(shui)污(wu)染(ran)聯(lian)防聯(lian)控制(zhi)度和水(shui)污(wu)染(ran)防治(zhi)(zhi)(zhi)攻(gong)堅(jian)(jian)(jian)戰(zhan)考(kao)核(he)獎懲制(zhi)度,強(qiang)化水(shui)污(wu)染(ran)防治(zhi)(zhi)(zhi)攻(gong)堅(jian)(jian)(jian)戰(zhan)的組織(zhi)領導(dao)(dao),落實(shi)(shi)(shi)“黨政(zheng)同責(ze)”、“一(yi)(yi)崗雙責(ze)”和“失(shi)職追責(ze)”。各級黨委、政(zheng)府要切實(shi)(shi)(shi)擔負起水(shui)污(wu)染(ran)治(zhi)(zhi)(zhi)理(li)主(zhu)(zhu)體責(ze)任(ren),將水(shui)污(wu)染(ran)防治(zhi)(zhi)(zhi)列入重要議事日程,結合(he)當地實(shi)(shi)(shi)際(ji),建(jian)立(li)高效有力的領導(dao)(dao)機構,成立(li)專(zhuan)業獨立(li)的辦(ban)公機構,明確各相關部門職責(ze),強(qiang)力推(tui)進實(shi)(shi)(shi)施。各縣(市(shi))區政(zheng)府和城鄉一(yi)(yi)體化示范區管委會要制(zhi)定河(he)(he)流水(shui)環境(jing)綜合(he)整治(zhi)(zhi)(zhi)方案,采取切實(shi)(shi)(shi)有效的措施,協調解決重大(da)問題(ti),確保按期(qi)完成攻(gong)堅(jian)(jian)(jian)戰(zhan)目(mu)標任(ren)務。以(yi)環境(jing)自動監控平臺為技術支(zhi)撐,在(zai)主(zhu)(zhu)要河(he)(he)流建(jian)設(she)(she)水(shui)質在(zai)線(xian)監測(ce)(ce)設(she)(she)施,實(shi)(shi)(shi)時監測(ce)(ce)各河(he)(he)段(duan)的水(shui)質狀況,提升預測(ce)(ce)預警、分析(xi)研判能力。落實(shi)(shi)(shi)“河(he)(he)長制(zhi)”,實(shi)(shi)(shi)行(xing)“網(wang)格化”管理(li)。市(shi)環境(jing)污(wu)染(ran)防治(zhi)(zhi)(zhi)攻(gong)堅(jian)(jian)(jian)戰(zhan)領導(dao)(dao)小(xiao)組辦(ban)公室要統一(yi)(yi)指導(dao)(dao)、協調和監督(du),工作進展情(qing)況及(ji)時向市(shi)政(zheng)府報告。 (二)部門聯動,確保實效。市環境污染防治攻堅戰領導小組各成員單位要按照本意見要求,制定本部門的分解落實方案,明確任務完成時限、責任人。市局負責組織對排污單位水污染物達標情況的監督管理,建立水環境信息共享與公開制度;市發展改革委負責牽頭編制實施城鎮污水及再生利用設施建設規劃,推動產業集聚區污水集中處理設施建設;市工業和信息化委負責推動實施城市建成區內污染較重企業的改造退出工作和淘汰落后產能;市住房和城鄉建設局負責城鎮及(ji)再(zai)生利用、污泥處置(zhi)、農村垃(la)圾收集處置(zhi)項目的建(jian)設監管,開(kai)(kai)展(zhan)(zhan)(zhan)城(cheng)市(shi)黑臭水(shui)體整治工(gong)作;市(shi)農業局負責(ze)開(kai)(kai)展(zhan)(zhan)(zhan)農業面源(yuan)污染防治,督促指導(dao)畜牧業環境保(bao)護工(gong)作的組(zu)織實施(shi),指導(dao)各地完善畜禽養殖(zhi)禁、限養區劃(hua)分(fen)與調整;市(shi)水(shui)利局負責(ze)組(zu)織最嚴格水(shui)資(zi)源(yuan)管理,組(zu)織實施(shi)重(zhong)(zhong)大生態(tai)調水(shui)工(gong)程(cheng),開(kai)(kai)展(zhan)(zhan)(zhan)丹(dan)河(he)(he)等市(shi)管河(he)(he)道及(ji)水(shui)庫的水(shui)資(zi)源(yuan)調度,建(jian)立(li)市(shi)管河(he)(he)道閘(zha)壩聯合(he)調度辦(ban)法(fa);市(shi)黃(huang)河(he)(he)河(he)(he)務局負責(ze)嚴格執(zhi)行黃(huang)河(he)(he)水(shui)量(liang)統一調度指令,建(jian)立(li)沁(qin)河(he)(he)閘(zha)壩聯合(he)調度辦(ban)法(fa),推進重(zhong)(zhong)點河(he)(he)流環境流量(liang)改善。 (三(san))嚴(yan)(yan)格獎懲,嚴(yan)(yan)肅追責。市(shi)(shi)政府(fu)(fu)對各縣(市(shi)(shi))區政府(fu)(fu)、市(shi)(shi)城鄉一(yi)體化示范區管委會工作(zuo)進展情(qing)況實施考核(he),對考核(he)結果(guo)予以通(tong)報(bao)并向(xiang)社會公開;市(shi)(shi)干部(bu)主(zhu)管部(bu)門將考核(he)結果(guo)作(zuo)為當地政府(fu)(fu)或(huo)市(shi)(shi)直部(bu)門的(de)領(ling)導班(ban)子和領(ling)導干部(bu)綜合考評參考。對未完(wan)成工作(zuo)任(ren)務的(de),市(shi)(shi)政府(fu)(fu)將約(yue)談當地政府(fu)(fu)或(huo)市(shi)(shi)直部(bu)門主(zhu)要負(fu)責人,情(qing)節嚴(yan)(yan)重的(de),將依法依規問責追責;對在水(shui)污染防治攻堅戰中成績突出(chu)的(de)單位及個人,市(shi)(shi)政府(fu)(fu)按照相關規定給予表(biao)彰獎勵(li)。 (四)籌措資金,推動治理。市財政局、發展改革委、環境保護局等有關市直部門要積極申請中央、省水污染防治專項資金等上級資金,支持水污染防治攻堅戰實施。各級政府要統籌安排水污染防治各類資金,用于水污染防治,并做好已建成城鎮污設施的運行資金保障(zhang)工作;積極對接開(kai)發性金融等政(zheng)策(ce)性銀(yin)行,統籌(chou)使用長期、大額(e)信貸資金支持(chi)水(shui)污(wu)染治(zhi)理項目;大力推進政(zheng)府(fu)和(he)社(she)會資本(ben)合作(PPP),鼓勵支持(chi)民(min)營企業(ye)參與水(shui)污(wu)染綜合治(zhi)理工程建(jian)設。 (五)宣(xuan)傳(chuan)(chuan)發動,形成氛圍。推進信息公開,加強輿(yu)論引導(dao)。市(shi)(shi)宣(xuan)傳(chuan)(chuan)主(zhu)管部門負責加強輿(yu)論引導(dao),組織市(shi)(shi)級新聞媒體持續(xu)宣(xuan)傳(chuan)(chuan)解讀市(shi)(shi)委、市(shi)(shi)政府(fu)關于水污(wu)染(ran)防(fang)治決策部署,宣(xuan)揚先(xian)進、曝光落后;有關市(shi)(shi)直(zhi)部門要(yao)定期(qi)向社(she)會公布(bu)水環境質量狀況和重點任務完成情況;各(ge)地(di)政府(fu)要(yao)在當地(di)主(zhu)要(yao)媒體上及時發布(bu)水污(wu)染(ran)防(fang)治主(zhu)要(yao)措施、各(ge)部門工(gong)作進展(zhan)情況,把(ba)宣(xuan)傳(chuan)(chuan)工(gong)作納(na)入水污(wu)染(ran)防(fang)治攻堅(jian)戰工(gong)作部署、總結和保障。 |
